1. The RFQ is for outreach and recruitment services to ensure increased enrollment into workforce programs/services. The goal is to increase enrollment, but it is unclear who is actually responsible for enrolling clients. Please articulate who is responsible for actually enrolling eligible adults and youth into programs; is it the workforce center staff or the firm contracted to provide outreach? Workforce staff will be responsible for the program enrollment process.
2. If outcomes are met based on actual enrollment into workforce center programs/services, how will the contractor ensure timely enrollment once eligible clients are outreached? Will the firm contracted have access to internal systems that provide reports on client enrollment, such as TWIST? Please describe the process by which the contractor and the firm contracted will partner. A Referral system will be set up with a referral form to be submitted via email to Workforce assigned staff. Bidders will receive a weekly report based on referrals provided with the enrollment status for each referral.
3. Are there costs associated with service provision that should be included when providing a quote? Cost per person would include any applicable costs associated with outreach and recruitment services being provided.
4. With regard to the budget, does the quote need to be based on an individual enrolled (cost per person enrolled) or simply an overall budget for the six-month program period? Please submit budget in a cost per person format.
